If I begin my trip within the Congestion Relief Zone and then travel on an excluded roadway, such as the FDR Drive or the West Side Highway, will I still be charged a toll?
No. Traveling within the Congestion Relief Zone, even if you use excluded roadways like West Street or the FDR Drive south of 60th Street, does not incur a toll.
For example:
- If you start your trip on Chambers Street in Lower Manhattan and cross West Street into Battery Park City, you will not be charged a toll. This is because you are traveling within the zone and using an excluded roadway.
However:
- You will be charged a toll if you exit the Congestion Relief Zone by crossing 60th Street or using any of the eight bridges and tunnels that lead out of the zone and then re-enter the zone. This is because the toll is applied when you leave and then re-enter the tolled area.
