If I am driving between Brooklyn and Manhattan on the Hugh Carey Tunnel, will I be charged a toll?

Vehicles traveling between the Hugh Carey Tunnel and Manhattan are subject to a toll if their trip involves using Manhattan streets rather than staying exclusively on highways.

Tolling Criteria:

  • Hugh Carey Tunnel to West Street: Vehicles traveling between the Hugh Carey Tunnel and West Street, whether heading north or south toward the FDR Drive, are not charged a toll. This is because these routes stay on excluded roadways, which are not subject to the congestion pricing toll.
  • Exiting onto Manhattan Streets: Vehicles exiting the Hugh Carey Tunnel onto Trinity Place or any other location within the Congestion Relief Zone are charged a toll. This is because these routes involve entering the tolled zone.

Crossing Credit:

  • Vehicles that exit the Hugh Carey Tunnel into the Congestion Relief Zone may be eligible to receive a crossing credit. This credit is applied against the cost of the congestion pricing toll, reducing the overall toll amount.
