If I drive a low- or zero-emissions vehicle, am I still required to pay the toll when entering the Congestion Relief Zone?
Yes. New York State has stated that vehicles, regardless of their emissions levels, contribute to traffic congestion. Unless the vehicle or vehicle owner is approved for an exemption, all vehicles will be tolled.
